PTS Solutions, Inc. (“PTS,” “we,” “our,” or “us”) provides the Vocal mobile application for authorized personnel of participating public-safety agencies. This Privacy Policy explains how Vocal accesses, collects, uses, stores, and shares information and how users and participating agencies may request access, correction, or deletion.
Vocal is not a consumer application. User accounts are created and managed by participating agencies; Vocal does not offer public or self-service account registration within the application or through a public website.
PTS provides Vocal to participating agencies under its agreements with those agencies. The participating agency determines who may use Vocal and controls the agency records processed through the service. PTS processes those records to provide Vocal and acts according to the agency’s instructions, applicable agreements, and legal requirements.
Agency messages and records may contain information about people who do not use Vocal, including victims, witnesses, suspects, agency personnel, members of the public, and minors. PTS processes that information on behalf of the participating agency for its authorized public-safety purposes.
Vocal may process a user’s name, participating agency, phone number, agency-provided username, and authentication information. This information is supplied or provisioned by the participating agency and is used to authenticate the user, administer the account, and provide authorized access. Vocal does not routinely collect a user’s email address as part of normal application operation.
Vocal generates a random UUID version 4 device identifier. The identifier is stored on the device, transmitted to and stored on PTS servers, and associated with the applicable user and device for authorization and security purposes. When a device is deauthorized, its authorization record is marked as retired; the UUID and record are not immediately deleted.
Vocal may also process the device operating system and version, Vocal application version, push-notification token, and related device or diagnostic information needed for compatibility, notification delivery, troubleshooting, security, and operational support. Vocal does not use permanent hardware identifiers such as an IMEI number, MAC address, or Android hardware ID for device authorization.
Vocal receives and displays messages and notifications associated with the user’s agency and configured permissions. These are primarily system-generated agency notifications rather than consumer messaging. Depending on the agency and record, the information may include message text, names, incident or record information, and other agency or public-safety information.
Push-notification payloads sent through Google Firebase Cloud Messaging and Apple Push Notification service may include message text, names, and incident or record information needed to deliver the notification. Current push payloads do not include GPS coordinates.
When a user affirmatively uses Vocal’s optional location-sharing feature and grants device permission, Vocal obtains the device’s current precise GPS coordinates and transmits the latitude and longitude to PTS servers. Vocal does not collect location while running in the background, while the application is closed, or continuously or periodically without a separate user action.
Location may be associated with an authorized message or agency record. When a user requests navigation, the applicable coordinates are passed to Apple Maps on iOS devices or Google Maps on other supported platforms. Those map services may also receive information normally transmitted when a device connects to their service, such as the device’s IP address.
PTS servers collect IP addresses, login and access timestamps, login activity, error logs, crash or error telemetry, and diagnostic or device information. PTS uses this information to operate Vocal, protect accounts and systems, investigate errors, maintain performance and compatibility, and provide technical support.
Vocal may temporarily store or cache information on the mobile device as needed for normal application functionality, authentication, authorization, notification delivery, and performance.
Vocal does not contain advertising, does not use Firebase Analytics, and does not use information for behavioral advertising or to track users across applications or websites owned by other companies. Based on current functionality, Vocal does not request access to photos, camera content, contacts, microphone or audio recordings, or user files.
PTS uses information processed through Vocal to:

PTS may share or permit access to Vocal information only as reasonably necessary for the following purposes:
PTS requires service providers that process Vocal information on PTS’s behalf to use the information only to provide the applicable services and to maintain privacy and security protections consistent with this Privacy Policy and applicable requirements.
Vocal uses Google Firebase services, including Firebase Cloud Messaging, and Apple Push Notification service to route notifications to authorized devices. These providers process push-notification tokens and the notification payload needed to deliver the notification. PTS does not use Firebase Analytics for Vocal and does not provide Vocal information to Google or Apple for advertising or behavioral tracking.
When a user requests navigation, Vocal passes the selected GPS coordinates to Apple Maps on iOS or Google Maps on other supported platforms. Use of the mapping service is subject to the provider’s applicable terms and privacy practices.
Vocal uses Notifee to manage local notifications on the device and uses the @react-native-community/geolocation library to request location from the device when the user invokes location sharing. Vocal does not use either library as an independent analytics, advertising, or tracking service. The coordinates obtained through the geolocation library are handled by Vocal and transmitted to PTS servers as described above.
PTS retains Vocal information according to the purpose for which it is processed, the participating agency’s instructions and records-retention requirements, applicable agreements, security and operational needs, and applicable law. Vocal’s application code does not currently impose a fixed automatic expiration period on all operational or technical records.
When PTS is authorized to delete information and no retention requirement applies, PTS will remove the information from active systems in accordance with its applicable operational procedures.
Vocal does not allow users to create accounts within the application or through a public self-service website. Participating agencies provision and manage Vocal accounts. Agency administrators may deactivate a user account or retire a device when access should no longer be permitted. Deactivation prevents further access but does not by itself permanently delete the account or associated agency records.
A user seeking access to, correction of, or deletion of information associated with Vocal should first contact the user’s participating agency. The user may also submit a request to PTS using the contact methods in Section 14. PTS will coordinate with the participating agency when the requested information is agency-controlled and will delete or correct information that PTS is authorized and able to change, subject to applicable legal, contractual, security, and records-retention requirements.
Location sharing is optional and begins only when the user affirmatively invokes the feature and grants the applicable device permission. Users can prevent future location access by declining or disabling Vocal’s location permission in device settings. Vocal will continue to function without location permission, but location-sharing and related navigation functionality will be unavailable.
Users may manage push-notification permissions through their device settings. Disabling notifications may prevent the user from receiving agency or system alerts through Vocal. The participating agency may require notifications or other Vocal functions as part of its own operational policies.
PTS uses administrative, technical, and access controls designed to protect Vocal information. Passwords and secret codes are protected using one-way hashing and are not stored in readable or reversible form. Authentication tokens are protected through server-side security controls. Production traffic between Vocal and PTS servers uses HTTPS/TLS. PTS also uses user and device authorization controls intended to restrict access to authorized agency users and devices.
No method of electronic transmission, mobile-device storage, or server storage can be guaranteed to be completely secure. Users should promptly notify their participating agency and PTS if a device is lost, stolen, or believed to have been accessed without authorization.
PTS does not sell personal information processed through Vocal, exchange that information for monetary consideration, use Vocal information for targeted advertising, display third-party advertising in Vocal, or track users across applications, websites, or services owned by other companies.
Vocal is intended exclusively for authorized personnel of participating public-safety agencies and is not directed to children or offered for consumer use by minors. PTS does not knowingly permit children to establish or use Vocal accounts. Agency records processed through Vocal may, however, contain information concerning minors when that information is lawfully processed by a participating agency in connection with its public-safety responsibilities.
PTS may update this Privacy Policy when Vocal’s functionality, technology, service providers, data practices, or applicable requirements change. PTS will revise the Last Updated date shown above. Material changes may also be communicated through Vocal or participating agencies when appropriate.
